Kaliningrad Stadium, also known as Arena Baltika, was being built to help Russia host the 2018 World Cup. Originally it was planned to have over 45,000 seats. However, delays and financial problems led to that number being scaled down to just over 35,000.
Construction: Completion was expected in 2017. After delays, the stadium eventually opened on 11 April 2018.
